Why does my monitor go all fuzzy?

Ok so I build the rig in my sig and I turn on the computer and its ine the first half of windows install flys past then it reboots like its meant to then when it turns on its all fuzzy and has wierd colours, Im thinkin it may be the video card but I hope it isnt because its all new, nothing should be overheating I my ventilation is pretty good and all my wiring is tucked away.

Can someone tell me how to fix this im realy starting to get annoyed

EDIT:I removed my 7600GS and used onboard video now its fine, I hope this card isnt screwed its brand new anyone know what might be wrong with it?

Make sure the proper drivers are installed for the video card. Make sure to check your display settings for refresh rate, resolution, and color quality.

Do you have to disable the on-board graphics in BIOS to use the vid card?

it goes all fuzzy while in the bios and before xp even starts could not having drivers installed have this effect? it was working fine before il try it again with my 7600gs thanks.
