Why wont my DVD-RW write.

i reformatted the computer about a month ago, and havnt tried to burn anything with it since then. i'm just trying to write a couple programs onto a cd but it wont work. i've tried to do it both through windows and through nero 6.6

edit: it is an NEC 16x dual layer dvd+-rw and it plays CDs and DVDs fine.
