Windows 7 Install: Can't find CD/DVD-ROM drivers

I'm trying to do a clean install of Windows 7 Pro 64bit from a USB drive to a SSD. I bought a license from Digital River, downloaded the ISO, put it on the flash drive and made it bootable. During installation it says it cannot find CD/DVD ROM drivers and prompts me to browse to them. I have no idea what it wants, I've tried pointing it to the SATA controller drivers but it doesn't accept them. It asks for drivers regardless of whether or not there's a DVD drive attached to the PC. I've tried running the SSD in IDE and ACPI(sp) mode, no luck. It also gives me this error on two different motherboards. I've seen a lot of people around the internets with this problem but no one seems to have found a reliable solution. I'm throwing myself on the skills of the Gawds, any ideas?
 
Which tool are you using to go from the iso to a bootable usb installable flash drive?
