Right now there's a sale on Steam for MW3 for $29.99... but it's still to high for me.

Anyone there who has a key for cheaper?

gonna be hard to find a mw3 steam key, Me and most my buddies usually do cds-cdkeys as they just give you a russian mw3 key that they buy in packs but you can just install as English so it's same thing. Prob bought about 20 keys in past months for some buddies trying it out on steam and we play daily no issues
