Putting together a super low budget box for watching Hulu and Netflix content. Need a PCI (not PCI-E!) video card - my onboard video isn't quite strong enough and I don't have an AGP slot in this dinosaur. Would prefer it to have DVI but can live without if necessary.

Price is king, lemme know what you have for cheap! Non-cc paypal funds standing by.

What do you mean the onboard isn't strong enough? Strong enough for what?

Adding a dedicated GPU isn't going to help flash video play back any better unless its a newer card that can take advantage of Flash 10.1.

Current Flash is very, very CPU bound.

NOTE:
Most PCI graphics cards are priced a tad higher then their PCIe counterparts.

is the cheapest that will accelerate Flash (10.1 beta is the only one with GPU acceleration, right now).

Silverlight already has GPU acceleration, but iirc, NetFlix has not enabled it's use, yet.

That may of changed, but I don't recall, right now.
