Saves NV money on the cost of the whole board, using two less memory chips, also semi prevents people from getting a 260, and overclocking it over and past a 280. A 280 is always going to be better because its not crippled, which in turn makes more people want to buy it.
Back in the day the 6800GT and 6800ultra were the high end and enthusiast midrange cards, but you could take 95% of 6800GTs and even w/o bios voltmoding (which was possible) you could hit ultra speeds, and save yourself 150+ dollars. So to answer your question, to avoid the above.
