If going for a 5600x, stick with the B550. Unless you want to pay premium for the 12 series components, not just the CPU but the board and memory, I would stick with AMD for that reason alone.
That's a tough one. I went from a 6th gen to the 5900X and I can tell the difference. Then again, I was also gaming on a 1080. Going from a 9th gen to a 5900X, maybe on certain areas of gaming and high end productivity but you are already running a 3080 with the 9th and what I am assuming is an...
Crazy how I almost ended up with the 850 variant in my main PC. Luckily I got my bundle (With a 3080ti) prior to Newegg revising their return requirement.

Out of those 2 CPU fans, I prefer the Arctic Liquid Freezer II 360. They have good reviews and I've used Arctic products in the past on previous builds. I'm not familiar with EKWB.
I've been using Seasonic PSU and really like their build quality. Based on reviews, that specific model is really...
If there's a need, upgrade it. When you do upgrade it, do it towards the end of 2021 so you can get some decent discount and a good run with your 10700k. Unless everything you are doing right now are being capped, I don't see the need to rush.
When I had the 5800x, when bench testing, I was idling at 38C and spiked all the way to 87C pretty consistently during Cinebench. This was using the H115i ELITE CAPELLIX inside the 4000x RGB.
