This is probably a very silly question, but I really don't know.

Right now I'm running a new asus m3a, corsair xms2 ddr2 800, amd x2 5000 BE, msi 7900gt. I can't seem to overclock the processor past 13.5x multiplier w/out cutting the memory bus speed down to 375mhz. would it make a difference to run ddr3 memory? i know, i know, what a noob! cut me some slack

You cannot run DDR3 unless the motherboard is designed for it. The memory controller is different and the slots for the memory sticks are different. You cannot physically insert DDR3 sticks into DDR2 slots (without damaging something, that is!).

AMD has not added ddr3 support to any of their boards or cpu's so there is unfortunately no way of using both together. However, even if you could I doubt ddr3 could help with your oc issue as it sounds like board/memory controller issue/limitation.
