Fan speed at zero in 2D mode?

I'm looking to jump on a Nvidia 260/280 or AMD 4750, and I was wondering if there is a solution that shuts the fan completely down in 2D mode?
I remember reading about the new add-in cards being able to shut down on motherboards with on-board gfx cards when not in use? That would mean the fan will turn off?

Not completely down, but basically inaudible. It's called RIVATUNER.
