how do you do a full reformat with vista?

Is the format option on the vista dvd is a quick format? The reason I ask is because I just used the format option on the dvd and it was completed in a couple seconds. If I recall correctly, a full format usually takes an hour or two. How do you do a full reformat that erases everything with a vista install?

The last time I reformated a hdd was in the late 90's with FDisk on a floppy.

All formats are QuickFormats now - the old "sector by sector" wipe is simply unnecessary and has been replace by the much more efficient partition table up with the file allocation table wipe. Considerably faster, and in the long run you end up with exactly the same results: a partition that's "clean" and ready to roll.
