Intel's program for Cheap OS - what is it called?

As I recall:

Microsoft has a program that businesses can sign a contract to join in on, which offers cheap OS. (It's not retail edge.)

Does any one know where I can find this?

In simple words, if you are a software developer, application developer, service provider, etc than you can have all the software which are required for development, from Microsoft along with the training material, which are provided either free of cost or at a highly subsidized price.

My (admittedly limited) understanding is that new businesses can get either heavily discounted or free software with the promise that when you succeed you'll start paying for it.

Ah, BizSpark is only for businesses developing software?

Although Chilly's quote above seems to contradict that...
