Looking for X-Com style gameplay

I absolutely loved X-Com Apocalypse, and have recently gotten into Fallout Tactics. Both have a fantastic tactical aspect, but are getting dated. Are there any newer games that are somewhat similar?

My favorite aspects are being able to set engagement (passive/aggressive), stance, weapon, etc etc. I have a feeling there's a mod out for HL2 or UT that does this, but I might be off. Anyone have any suggestions?
