Pinging Computers

I have two computers, they are both on XP same workgroup. One has the IP 192.168.100 and the other ..106. Yes they are on the same subnet before someone asks that. The problem is that 106 can ping 100 but not the other way around.
 
On the 100 PC only, I think, ill check.

EDIT: OK it works now my friend forgot to put my IP as trusted.
 
This is a bump woth another question.

I have been trying to get my ICS to work on my friends computer, he already has a connection for freeserve through his existing modem and the computer refuses to use my computer as its connection, it only wants to use his modem one - which isnt connected.
