Possible HDD problem

My upstairs neighbor's computer kicked the bucket...probably. It's one of those HPs from P.C. Richards. It's about two years old and it doesn't turn on anymore. I tried to power it on, the screen blinks and all I hear is a tick, tick, tick sound. My guess it's the hard drive.

Any inputs or possible diagnosis?

Doesn't sound like it is the hard drive or just the hard drive. The computer would POST and you could still enter the BIOS or boot from CD if the hard drive were dead. Check the CPU, MOBO, RAM, etc...
