Sound Help: Issues with ASIO & WASAPI sound

Ok so I have used a USB dac with my laptop (HP DV9200, Vista 32bit home premium) many times without issue, older USB only DAC. Just got a new DAC, both USB and optical with ability to display locked frequency. The laptop has a mini optical out. The computer came with conexant onboard sound. It has the latest drivers. So I decided to give the optical a try with Foobar 2000.

I have the WASAPI and ASIO plugin and software. When WASAPI is selected no matter what the buffer length foobar doesn't even start to play a song.

With ASIO I get loud right channel static. I can hear the song in the background but this obviously isn't right.

When I use direct source output from foobar everything works fine. I pretty sure since the SPDIF is native that this is bit perfect but have no way of verifying this assumption.

When the same DAC is used in USB mode ASIO works fine. DAC still sees the stream as 48khz which is annoying. And WASAPI still refuses to work.
