Suggestions on cheap PSU for this build

So after troubleshooting for a while, I was able to narrow down my failing hard drives to either a bad motherboard, or a bad power supply. So I'm trying to replace both, just received a new MB from another [H] member, now I need to find a power supply, but am strapped for cash. I was using a 500W Ultra from 5 years or so ago, not 100% its the culprit, but taking no chances.

Specs:
(1) 1TB drive
(1) 2TB drive
(1) 250GB Drive
(1) SATA DVDRW
mATX MB
Xeon 3020 CPU s775 (2.4GHz Core 2 Duo basically)
HIS 4600 PCIE GFX card (no power secondary power required)
a few 80mm fans

This system is basically a simple desktop for now. I am working on a file server on the side, but that will be after Christmas once all the bills are caught up, and some funeral expenses caught up on.

I have a Cooler Master 350W I think, but dont trust it. Can anyone suggestion a unit to run this thing for low cost?

Antec Neo Eco 400W is suitable for that build.
