TV Tuner Recommendation

I am building a rig for my brother, and he needs a digital TV tuner, that can do more than basic cable, I would like to try and keep the price below 70 if that is possible.

what cable service does he have? if he wants HBO HD, QAM probably won't work, meaning you'll need a STB, which means a basic ATSC/NTSC tuner would suffice(or CableCard)

No worries about HBO or any of that, just more channels than the first 25, for example ESPN, YES Network, etc. I have iO digital cable. its the local cable service for the tristate area in southwest CT.

AVerMedia has some great ones, their OS support is also top notch ( i know Happauge isnt always fast to support new OS's with older cards)

If ESPN is clearQAM for him, then such tuners would work. Though, in my area, most of everything isn't in the clear (its mostly encrypted). If his area is like mine, as paperwastage mentioned, you'll need a STB or cablecard.
