Use laptop's WiFi as a repeater for other devices. IDK?

I work in a park and I connect my laptop to the library's WIFi across the street via an external WiFi dongle to get the best connection from it. I want to then use my laptop's internal WiFi to share the connection to my other devices.
Is that what it is called, WiFi repeating?
