Win 7 no splash screen on boot

I no longer get the animated W7 splash screen. I get a scrolling of files just like when loading safe mode, but it isn't in safe mode. I've had this for a few months now, but it just finally annoyed me enough to look into it The only thing I can think is that this isn't an original installation. It is a re-install from a backup taken from my WHS.

In msconfig there's a way to turn the splash screen on and off, I'd start looking there.

^^ its under the startup tab "no gui boot", make sure its unchecked.
