Pretty much any modern cheap heatsink is a good choice, I've got a 950 cooled by a Coolermaster CP5 which cost £6 and comes with an 80mm fan. I've also got an xp1800+ @ 2.1GHz with 1.75v cooled by one of these, it keeps it under 45*C (full load) so they're pretty good.

I second heatsinking the southbridge, it runs mega hot. If you don't want to do this try pointing a fan directly at it and see if that helps at all.

Could still be the northbridge cooling, I would still recommend trying replacing the generic goop with some decent stuff. Also what power supply are your running? You could be getting limited by that possibly.

The old voodoo3 is AGP-2x, which I think was running on 3.3volts. Modern AGP cards only need 1.5 volts, and while boards supported both for a while they have now evolved to only support 1.5v. If the 8500 is spare stick that one in, it should be way better than the voodoo.
