running ATItool to fully OC my Powercolor 9700-nonPRO (flashed and OCed)
OC my cpu to 3.6GHz (need volt mod to fully tap my Mushkin Level2 Special Edition@2226 (heard it was BH6)

that means you're using P4 2.4Ghz with 533FSB? these are not so OC-able
Also you're indicating you're running 3 DDR? are you running at single channel mode?
all i know is that my Kingston Hynix BT D43 not compatible with my Mushkin Special Edition BH 6... they can post, but cannot load into windows even with the latency set to favor the Kingston
sand the fan a bit so that the paint can stick better... also use very thin layer of paint as thick and uneven paints can cause the fan blades to be unbalanced, and won't want that to happen
you need bigger fans...
my system runs at 45C on load on my delta 92mm 110cfm fan at full speed
but it'll climb to 55C if i set it at lower speed by using 7V mod
ambient temp is normally 32C with casing temp about 35C
i won't expect much from a 29CFM fan
but is it me or the core speed and multiplier doubled when on load??
further more the core voltage jumps from 1.056v to 1.392v...
you're saying on OC or on load?
so far from what i've seen, the temp is consistent with the cpu OC

do you want the box too? it comes with 80mm fan bracket, manual and a syringe of thermalright thermal paste.. it's kinda taking up space in my room
are you sure the wire arrangements are correct?
in the header it is Black-Red-Yellow, while in the fan is Yellow-Black-Red...
either way, it seems that the black some how got into midddle...
the 3-pin header should be 1side -> Negative-Positive-RPM
test the fan using a molex...
his is a REFURBISHED card <- from my perspective it's like a card that has gone through RMA and repaired to be sold again... (that is what it means here in my country anyways)
i thought this is suppose to be ATI flavor? anyway...
for your case, there's a solution, one is to completely rrmove the driver, ie. means that when you restart your windows, it'll not be able to recognise the type of card other than standard VGA graphic card.
then reinstall your driver.

Eversince i've used CAT5.x drivers, i've experiencing corruption, tears, artifacts, .etc....
this only happens during cold-boots... and the corruption only happens after the "welcome" screen... usually i need to shutdown the pc and restart it and the problem will go away...
well.. the FAN ONLY molex will give out 5V until the temp of the PSU reached 43C where it'll operate at 12V...
(tested with digital multimeter for the FAN ONLY molex... the cross over temp was listed in the manual/box)
my spec below..
RAM was Apacer PC3200 with timings 2.5-6-6-3, CPU DRAM ratio 3:2
CPU was P4 2.4Ghz D1 stepping
was using stock heatsink with ys-tech 7000rpm 60mm fan and AS5
both cpu and heatsink flat lapped. cpu lapped until copper core
actually PWM are the mosfets beside the CPU socket's temperature...
i found while experimenting with my XP-90...
before XP-90, the PWM's temperature will be the same/higher than CPU temp...
but after XP-90, with the 92mm delta blowing on CPU and Mosfet, the PWM is slightly higer than case...
there might be a slight chance that your got power surge when the power came back. this can cause some damage to the mobo if you don't have a regulator or a good power suply...
during my P3 days, power surge can town my pc on by itself!

i have the same problem as you, my casing temp was like average 32-34C.. but after 1 and half years, the casing temp nowdays are at least 36C and goes as high as 41C on load.
i've added fans, cleaned the wires etc. but no good, but i found that the culprit is the back of the mobo actually. i...
i have the del 92mm 110 cfm fans... but before i use the fan, i've "filed" the edges so that it is smooth (to reduce noise as well). i have jammed my fingers in the fan before, but no cuts so far.
i'm using the delta fan...
but for your information, it's just 110CFM, not as sidewinder rated
the sound is more like mid pitch... something like leaf blower tone...
