My MSI 6950 was showing artifacts on DESKTOP using the Sapphire 6970 BIOS, even after +20 power and dropping memory and GPU back to base clocks. 6950 modded BIOS seems perfectly fine, even in 3d.
I can only guess the card didn't like the extra voltage.
After looking through the MSI forum overclocking section, it looks like this is a known - if not widely declared - bug. From what I can discern, there is currently a 1.6 BIOS still in beta, which should contain a fix for this. The same bug is occurring on the GD65 boards.

Yeah, try switching out the cable first. If that doesn't work, you can pick up a DVI to HDMI adapter and try connecting a standalone DVD or Blu-ray player to your monitor. If it plays, the problem is on your PC, if it doesn't play, the problem is the monitor.

I think we're still at least one generation, probably two, from seeing PCIe 1.x being a bottleneck. AGP 8x didn't appear to bottleneck the 3800 cards, and there's some rumor an AGP 4800 is planned (probably not officially supported by AMD)
DDR2-1000... might as well for a few dollars more. You should be able to keep the RAM running 1:1 with your CPU, though the performance increase from that is pretty small.
