Highest safe voltages for DDR1?

I'm running the sticks in my sig, 2x sticks of each at 512mb, 4 sticks total for 2gb. I'm getting errors in memtest at test 4. My current voltages are 3.0, with timings of 3-4-4-12 (tried 3-5-5-12, no luck) running at 247 mhz (kind of low, I know, the corsair sticks suck, I got my ballistix to 302).

Would 3.2 be dangerous?
 
3.0 on DDR1??? You might want to check the specs of the actual chips before you fry them.

I have a couple Corsair Value Select 512Mb DDR400 sticks that will do DDR566 at 2.85v

Also.. if you have heatspreaders(insulators) on the RAM... it will run hotter than with no heat spreaders.

When I went to 4 sticks, 2x 512 Corsair Value Select and 2x 1024 G-Skill, I can now only do around DDR516. Both sets are DDR400.
 
o_O usually 3 v is used when overclocking, sounds more like a bad stick instead of not enough voltage.
