No matter what I do, CCC lists my AGP acceleration as 0x. I've tried multiple times to set it to 8x, but nothing seems to work. I've tried to change it in the BIOS, but there is no option.

I just installed a Sapphire HD3850 with the 8.12 drivers. Is there anything I can do?

As an aside, I can no longer run 3D Mark 03 or 05.

Everything else seems to be running normally.

Unfortunately, that's what I'm already using. Maybe I'll try an older driver version. I hear the 8.10's work well.

I completely reinstalled XP last night, and no luck. So I think it's back to the manufacturer for this board.

I am betting you didn't install the chipset drivers for your motherboard. Most AGP boards require the chipset drivers to be installed for the AGP slot to work properly.
