Wouldn't the tpm key be held in ram though to allow boot? Thus you could forceable pass it to unlock bitlocker drives. I think what they are saying is the full defense is turn off sleep and only allow hibernate. Plus force bitlocker to require a startup pin/code.
What would HP have being manufactured there at 10nm? Cisco has long been an Intel foundry user and with the shift from hardware tied network equipment to more a software license a stumble could be bad there too. They're $200b market cap and $48b revenue though.
That asus board looks solid with the rebate. Good find! Just avoid the msi boards if you overclock, their vrm's like to explode since they don't handle a lot of extra power than am3+ spec.
Don't discount the 970 chips. Unless you need 3 or more 16x pcie they are good boards for a bit cheaper. I'd get the 8 core amd fx over the 6 core imo.

I have an 8350 at 4.5GHz with two 6870's, runs really well in bf3. I had a fx4170 at 4.4GHz prior and didn't have enough cpu for it till upgrading. 6870's are going for $90-100 used it seems.

That motherboard has 4+1 power phases. Look for something with 8+2. The asus you linked is 6+2. I'd go up one step on the asus to get 8+2, I know the gigabyte ud5 990fx I got is 8+2 also.
Do you need this system up or data off it? It seems like it would be better getting a newer motherboard and possibly cpu than waste money on an old used motherboard.
You could also virtualize it possibly if you have another system and run it in there and get what you need.
