I somewhat agree that undervolting fans can be a good option, because it lets you really run up the cfm's if needed. But with a well thought out solution, that noise much or cfms should ever be needed.
I would rather just do a little homework, and have a very quiet to nearly silient PC.
Mine does not rest on a piece of wood, and is about 8" away from my head when i sleep, so to me quiet is awesome.
