It seems to be an issue with the video card, and has already been reported to ATI earlier. Not that ATI wanted to help me over the phone though, they told me "dell products are not available for over the phone customer service" and directed me to try the website. And hung up.

One of the guys working here at my office has a "new" Dell 2007wfp. Its a revision A00 S-IPS. It is currently being run with a Optiplex 745, Core 2 E6700, 2GB Ram, and a 256MB ATI x1300.
It is also plagued by flickering. Or maybe monitor power issues. Or maybe video card issues. Not really...
Yeah, I'm telling you right now, it's not the cable.

Ooooooh the power supply's connected to the.....motherboard.....the motherboards connected to the....video cards.....and the video cards don't have enough power to....operate their cores.....and as a result they are putting lots of.....dots on the screen....Oh mercy how they scare!
Nope. DVI-I means it is capable of carrying both DVI-D and DVI-A. Also, be aware that it is not possible to connect a male DVI-I to a female DVI-D (like the one on your monitor).
Case closed. Your video cards are suffering from being underpowered thanks to another Wonderful Thermaltake Product. Go pick up a PC P&C or a Seasonic -- anything that is more reliable than the notoriously shoddy Toughpower line.
