I fixed it, it was the CPU fan not being adequately secured. One of the black twisty things (don't know what they're called -- on the four corners) had fallen off and was stuck in the back corner of the case. Didn't see it before.
After re-applying some thermal paste and re-seating the CPU...
I tried cleaning it with some compressed air then underclocking it about 20% with RivaTuner with the side open and my fan blowing on it. Temperatures were identical for most components, no change in performance.
Considering taking the HSF off and cleaning it up.

Just something to keep in mind, the 7300GT you linked is cheaper because it has 64-bit memory. If you truly are not going to play games on it, that's perfectly fine. If you have even the slightest thought of running a 3D game, you really will want the 128-bit version of the 7300GT.
The 2800+ is a 256KB L2 chip, I think @ 2.4GHz you probably aren't being terribly limited, but I would think that certain games may show this in different extremes.
