What you're referring to is what we call in the industry content complete. It just means that all the assets are assembled, levels built and it's in a pretty code playable state. That does not mean it's anywhere close to being finished. There could be at least another milestone or two to complete, play balancing to be done and bugs to squash. Can someone link me to the valve quote that says that it would ship in September of 2004? The last I heard was no definitive date.
