+1 on overclocking your CPU. Although I just built a new setup, I was using a Q6600 OC'd to 3.42 and a 5870 and getting between 45-55fps on all high settings, FXAA, and no motion blur.

I would look at a used 5870. Performance is pretty close to the 6950 in most games and not far behind in others. It's a little overkill for your resolution but you'll be getting more for less with cards going for $175-200 used.
