I have never heard of any connection between v-sync and a severe drop in FPS. My understanding is the ONLY thing v-sync does it make sure that you get frames only on a screen refresh and not in between screen refreshes... Strange issue indeed.

Well it turns out he had to install his HD that he was installing the OS to and the optical drive he was installing from on the same cable. Which seems odd to me because I've always set mine up 2 HDs on one cable and 2 Optical drives on the other.. who knows, just seems wierd.

You need to enable 3D detection and find out what voltage it uses for 3D clocks. Most likely you're getting a black screen because your voltage is too low for that clock. For example on my x1800xt this is my setup

companies will always try to find ways to strip out the consumer surplus. As another poster said, good for them, bad for enthusiasts. However, you will now be paying closer to what you are willing to pay, instead of far less than you were willing to pay, thus consumer surplus = gone.
make sure you're saving your voltage settings to the profile also. And make sure CCC is deactivated. Also make sure the voltage switcher is not loading on startup.
