E6400. I have it and it is a great cpu. OCs very well and runs nice and cool. 8800 GTS is an excellent card, however a P4630 would just choke the system. Get a E6400 now and get a new graphic card later when next gen stuff comes.

What bios are you using? I think that 265 fsb thing you are getting is a bug which only occurs on netburst cpus. Do you have a netburst cpu? (P4/PD?)
I got it to run 1:1 by using bios 716. 716 (in my opinion) is better than the others. Pretty stable and does good OCs. 7.3 is also decent.
PCI/MCH voltage is 1.65v (can do with 1.6v as well)
Memory voltage at 2.2v (will work with 2.15v) (Team Xtreem D9GMH ICs)

This is a well known problem now. Your chip is indeed a Conroe (Physically), but with 2 MB cache removed. There is a difference between this and an Allendale. The Allendales are made with only 2 mb cache. You have a conroe with 2 mb of the cache removed (so you are left with 2 MB)...
